2026 Hualien Shopping Festival Activity Rules

 

I. Activity Period

The 115th Hualien Shopping Festival will take place from 00:00 on Friday, June 26, 2026, to 23:59 on Wednesday, September 23, 2026.


II. Activity Description

  1. Eligibility for the Lottery: All citizens are welcome to participate.
  2. Activity Content: During the activity period, consumers who spend at designated stores of the 115th Hualien Shopping Festival (hereinafter referred to as the activity) and reach a minimum spending of NT$100 (inclusive) are entitled to one lottery (registration) opportunity per purchase receipt. (Single receipts cannot be accumulated or split for registration.)
  3. Registration Method: After checkout, consumers can scan the activity QR code on-site or visit the official website to register their Chinese name, the last 4 digits of their ID card, mobile number, gender, age, invoice number (or shopping details), spending amount, spending time, and residential city/county. The name must match the one on their identification documents. All registered information must be true and accurate; any false, incomplete, or incorrect information leading to failure in contact or prize loss will result in disqualification. Participants are responsible for any damages to the organizer, executor, or any third party.
  4. For proof of purchase, stores issuing valid invoices use the 'invoice number' as proof. For stores not issuing valid invoices, consumers may use receipts or shopping details issued by the store and provide a 'photo' as proof of actual spending. The photo must include the 'store (stall), consumer, and products' and specify the spending time during registration to be considered valid proof.
  5. Any purchase invoices or receipts made under a company's name (with a unified number) are not eligible for the lottery or prize redemption.

III. Lottery Regions and Time Description

  1. The online public lottery will be held bi-weekly for the three regions of Hualien County: North, Central, and South. The 'North Region' includes Xiulin Township, Xincheng Township, Hualien City, and Ji'an Township; the 'Central Region' includes Shoufeng Township, Guangfu Township, Fenglin Town, Wanrong Township, and Fengbin Township; the 'South Region' includes Yuli Town, Zhuoxi Township, Fuli Township, and Ruisui Township.
  2. The valid registration period for spending is from 00:00 on Friday, June 26, 2026, to 23:59 on Sunday, September 20, 2026.
  3. Each spending (invoice or receipt) can only be registered once and cannot be split for additional registrations.

V. Prize Redemption and Download

  1. Winners must submit prize redemption information within 14 calendar days after the draw.

VI. Other Matters

  1. If there are events, the organizer may adjust the lottery time and will announce the new time on the platform one day before the event.
  2. If prizes cannot be delivered due to stock shortages, delays, or other reasons, the organizer may replace them with products of equal value.
  3. Prize Collection Instructions:    

          A. The winner list will be announced on the 2026 Hualien Shopping Festival official platform after the draw, followed by SMS notifications. Winners must complete the required information within the specified period and submit it to the project office by mail, in person, or electronic scan. Failure to provide complete or accurate contact information will result in disqualification.

          B. Winners must complete prize collection within 14 calendar days after the draw date. Failure to do so will result in disqualification.

          C. Prize Collection Method: Winners must fill in the specified information accurately and completely. The organizer will verify the information before awarding the prize.

          D. To ensure fairness, if winners of "non-invoice and non-company" are verified to be the store owner, spouse, relatives within the third degree, employees, or business partners, the prize will be deemed invalid.

          E. Consumers must retain their registered invoices, receipts, shopping details, and photo proof until prize collection. If the organizer requests original verification, it must be provided. Failure to provide or incomplete information will result in disqualification.

          F. According to the tax law of the Republic of China, winnings of NT$1,001 or more will be included in the winner's annual comprehensive income. Winners must fill in and submit prize redemption documents and provide a copy of their ID card for tax declaration. Winnings exceeding NT$20,000 (excluding 20,000) are subject to a 10% withholding tax. If winners refuse to provide information or fail to pay taxes within the deadline, they will be disqualified without further notice.

          G. Registrations with the following conditions will be disqualified:

              I.   Invoices for this activity cannot be issued with a 'unified number' for individuals.

             II.   Spending time not between June 26, 2026, and September 20, 2026.

            III.   Spending location not at designated Hualien Shopping Festival stores.

            IV.   Registered invoice amount does not match the original invoice amount.

             V.   Registered invoice number does not match the original invoice.

            VI. Winners of "non-invoice and non-company" verified as relatives within the third degree of the store owner, employees, or downstream vendors will be deemed invalid.

           VII.   Winners unable to provide invoices or proof of purchase will be deemed invalid.

          VIII.   The organizer/executor reserves the right to review, decide, and change prize content. Due to force majeure, the organizer/executor may replace prizes with equivalent items.

            IX.   If winners do not comply with, disagree with, or violate the activity rules, the organizer reserves the right to disqualify them and pursue legal action for any disruptive behavior.

             X.   In response to pandemics, natural disasters, or other force majeure, the organizer reserves the right to modify, change, interpret, or cancel the activity. Any changes will be announced on the activity platform.
