Small Business Innovation Research (SBIR)
SBIR是經濟部中小及新創企業署為鼓勵國內中小企業加強創新技術或產品研發，並投入資源提升產業 技術、產品與服務之創新研發計畫，帶動中小企業研發人才的培育、研發能力的累積，提高企業技術 水準、進而提升我國產業競爭力及加速傳統產業之轉型與升級。花蓮縣政府依據經濟部中小及新創企業 署規劃辦理「地方產業創新研發推動計畫(地方型SBIR)」，培養花蓮縣中小企業創新研發能力與產業 競爭力，期加速提升本縣在地特色產業聚落創新研發之能量，增加投資花蓮及創造就業機會。
依法登記(設立)於花蓮縣的中小企業(商行商號)皆可申請。
The Small Business Innovation Research (SBIR) programs, launched by the Small and Medium Enterprise and Startup Administration (SMEA), Ministry of Economic Affairs (MOEA), are designed to encourage domestic SMEs to strengthen their R&D in innovative technologies and products. The program directs resources toward advancing industrial technologies, products, and services, while fostering the cultivation of SME R&D talent and the accumulation of innovation capacity. In doing so, it raises corporate technical standards, enhances national industrial competitiveness, and accelerates the transformation and upgrading of traditional industries. Based on the framework provided by the SMEA, MOEA, the Hualien County Government administers the “Local Industry Innovation Research Promotion Program (Local SBIR)” to strengthen the innovation capacity and industrial competitiveness of local SMEs, accelerate the innovative R&D energy of Hualien’s distinctive industrial clusters, and attract investment to the region while creating new job opportunities.
All SMEs (businesses and sole proprietorships) legally registered (established) in Hualien

Crowdfunding Coaching Program
此計畫專為具備優質想法的在地團隊提供專業的群眾募資輔導，協助懷抱創業夢想的青年將創意轉化為 具市場競爭力的產品，奠定長遠發展的基礎，計畫提供入選團隊全方位群募輔導資源，內容包括顧問 一對一輔導、策略規劃與市場分析、協助將產品或服務上架至群眾集資平台，並引入行銷資源，讓 團隊能夠在花蓮築夢，向世界發光。
This program is tailored for local teams with great ideas, providing professional crowdfunding guidance to help aspiring young entrepreneurs transform creativity into market-ready, competitive products and lay the foundation for long-term growth. Selected teams will receive comprehensive support, including one-on-one consulting, strategic planning and market analysis, assistance with launching products or services on crowdfunding platforms, and access to marketing resources. With this program, youth teams can build their dreams in Hualien and shine on the global stage.
