青年政策 Youth Policy
引導高中職以上青年學子透過競賽計畫關注花蓮在地公共議題，以創新思維參與社區與地方發展，提出具 地方價值與前瞻性的提案，同步搭配專業輔導與資源媒合機制，協助參與團隊深化對地方永續、社會創新、 商業模式與地方創生的理解，從提案構思到落地執行，支持青年成為推動花蓮在地永續的積極行動者， 打造新世代的地方發展力量。
This program invites high school and college students to focus on Hualien’s local public
issues through competition-based projects. By applying innovative thinking, students are encouraged to engage in community and regional development with proposals that carry both
local value and a forward-looking vision. Professional mentorship and resource-matching mechanisms are provided to help teams deepen their understanding of sustainability, social innovation, business models, and local revitalization. From proposal design to on-the-ground implementation, the program supports youth in becoming active agents of change for

以花蓮縣公私立大專院校為基地，推動青年人才培育與地方產業鏈結，鼓勵大學生運用專業所學，深入探索 花蓮在地產業特色，同樣專注「大健康城市產業」六大核心面向，計畫透過補助機制與專題實作導向，由 指導教師帶領組成團隊，辦理專題研究與實務應用，從議題調研、現場訪查到成果驗證，建構在地知識並 提出具體行動方案。透過產學合作，協助青年提早規劃職涯，累積實戰經驗，同時為花蓮產業導入創新能量 與青年觀點，活絡地方就業機會，推動健康、永續與具韌性的產業發展願景。
Based in Hualien’s public and private universities, this project fosters youth talent development
while linking students directly with local industries. College students are encouraged to apply their
academic expertise to explore the unique features of Hualien’s industries. Through a subsidy mechanism and project-based learning, faculty advisors lead student teams in both research and
practical applications, from issue investigation and fieldwork to results validation, building local
knowledge and proposing concrete action plans. By promoting academia–industry collaboration, the
project helps youth plan their careers early, gain hands-on experience, and inject startup energy and
fresh perspectives into Hualien’s industries. At the same time, it revitalizes local employment opportunities and advances a vision for healthy, sustainable, and resilient industrial development. 了解更多
