我們正身處於一個多重轉型的時代，科技快速演進，地方價值重構，青年選擇不再是留下或離開，而是 重新定義「我與這片土地的關係」。 花蓮，是一座被山與海擁抱的城市，也是青年行動的展場。這裡有創業者回鄉實驗理想、有移居者重構 生活場景，也有一群選擇留下的人，用創意、關懷與技術，在地創造未來。 青年發展中心不只是政策的執行單位，更是一個青年能量的轉譯平台。我們與你一起提問、嘗試、共創， 讓青年參與不再只是輔助，而是治理的核心力量。
我們相信，讓青年在土地上找到價值，在世界中創造影響，這不只是願景，而是正在展開的日常。
We are living in a time of multiple transformations, where technology is evolving rapidly and local values are being redefined. For young people, the question is no longer simply whether to stay or to leave, but how to reimagine their relationship with this land.
Hualien, embraced by mountains and sea, has become a stage for youth action. Here, some entrepreneurs return home to test their ideals, some newcomers reshape their lifestyles, and many choose to stay, using creativity, care, and technology to build a future rooted in this place.

The Youth Development Center is more than just a policy- implementing agency. It is a platform that translates youth energy into real action. Together, we ask questions, experiment, and co-create, making youth participation not secondary but a core force of governance.
