:::

1. To encourage youth participation in international affairs, stimulate awareness of global issues among young people, increase the frequency and diversity of international exchanges, and enhance the international perspective and competitiveness of the youth, the Hualien County Government (hereinafter referred to as "the County Government") has established these guidelines.

2. The term "youth" as referred to in these guidelines applies to individuals aged 15 to 45 who are either registered residents of Hualien County or are studying or working in Hualien County.

3. The target recipients of the subsidy under these guidelines are youth, accompanying coaches, and instructors participating in international competitions, performances, exhibitions, or large-scale conferences. The aforementioned international events must be officially organized or conducted by a private organization authorized by the government, including those held in mainland China, Hong Kong, and Macau.

4. The subsidy under these guidelines is available to registered public organizations and foundations at all levels in Hualien County, high schools, vocational schools, and higher education institutions in Hualien County, or individuals aged 15 to 45 who are registered residents of Hualien County. These entities or individuals may apply for the subsidy.

5. The applicant unit or individual must submit the following relevant documents to the government one month prior to the start of the event to apply:

  1. (1) Subsidy application form (see Attachment 1).
  2. (2) List of participating youths (see Attachment 2).
  3. The application mentioned above will be accepted by the government until November 30 of the current year.

6. The subsidy principles are as follows:

  1. (1) The subsidy amount is determined based on factors such as the number of participating youths, the nature and content of the activity, the location, and the duration of the event. The maximum subsidy is limited to NT$25,000. However, for applicants that are educational, cultural, or social welfare organizations and the application is for public welfare purposes, the maximum subsidy is limited to NT$200,000.
  2. (2) In principle, the same applicant unit or individual can receive subsidies for up to two cases within the same fiscal year. However, schools are not subject to this limitation.
  3. (3) For activities where disadvantaged youths, low-income youths, indigenous youths, or new immigrant youths account for more than half of the total number of participants, or in other special cases approved after evaluation, subsidies may be provided based on actual conditions and are not subject to the restrictions of the previous two subsidy principles.
  4. (4) The subsidized items and unit prices that are eligible for funding are detailed in the Subsidy Funding Allocation Standard Table (see Attachment 3).

7. Subsidies will not be provided under the following circumstances:

  1. (1) The event location is within the domestic region (Taiwan).
  2. (2) The same applicant unit or individual applies for more than two cases, excluding those mentioned in Subparagraphs 2 and 3 of Point 6.
  3. (3) The same event has already received funding from other government special projects.

8. For applications that have been reviewed and approved by the government, an approval letter will be issued. If the government determines that the project needs to be revised, approval will be granted once the applicant unit or individual complies with the required revisions.

9. Once an application has been approved, no changes are allowed except in cases of force majeure. In situations where changes are justified, the revised plan must be submitted to the government for approval at least seven days before the event can proceed with the changes.

10. Approved applicants for subsidy cases must comply with the following requirements:

  1. All promotional materials, websites, and venue decorations related to the subsidized project must prominently display the phrase, "Guided by: Hualien County Government and Hualien County Government Civil Affairs Office Youth Development Center."
  2. (2) If the subsidy involves procurement matters, it must be handled in accordance with the Government Procurement Act and other relevant regulations.
  3. (3) If the same project receives subsidy applications from more than two agencies, the applicant must list the complete financial details, including the items and amounts requested from each agency.
  4. (4) The government may invite subsidized participants to attend outcome presentations or briefings to facilitate experience exchange and sharing as needed.
  5. (5) The project plans for subsidized cases may serve as a reference for the government in promoting related tasks.

11. The reimbursement procedure is as follows:

  1. (1) The subsidized party must complete the project according to the scheduled timeline. Within one month after the event concludes, the following documents must be submitted to process the disbursement and reimbursement of funds. For events held in December, the reimbursement must be completed by December 25 of the current year:
    1. A copy of the government approval letter.
    2. The original receipt.
    3. A breakdown of subsidies received from various agencies.
    4. The subsidy fund expenditure voucher book.
    5. A detailed statement of total expenditures.
    6. A summary report of the project’s outcomes.
    7. All related expenditure receipts.
  2. (2) For remuneration paid to various service personnel, a list must be provided detailing the total gross salary, withheld tax, and net salary. Income tax withholding must be handled in accordance with the applicable tax withholding regulations.
  3. (3) If there is any remaining balance from the subsidy at the time of project completion, it must be returned according to the proportion of the subsidy.
  4. (4) When submitting the subsidy fund reimbursement, the attached expenditure receipts must comply with the regulations for handling expenditure vouchers. The purpose of the expenses and the total amount of actual expenditures must be clearly listed. For projects subsidized by more than one agency, the actual subsidy amount received from each agency must be specified.
  5. (5) Once reviewed by the agency, all expenditure receipts will be returned to the subsidized (or donated) party, who must retain them properly in accordance with the relevant regulations of their supervising authority.

12. Supervision and Evaluation are as follows:

  1. 1.The government may form a supervision and evaluation team to conduct checks. If necessary, personnel may be dispatched to understand the actual implementation, youth participation ratio, activity effectiveness, and the reasonableness of fund usage.
  2. 2.The results of the checks will be an important reference for future subsidies. If the recipient’s performance is poor, if the subsidy is not used for its intended purpose, or if there are instances of false reporting, inflated reporting, false application data, or fraud, and these are verified, the recipient must return the relevant portion of the subsidy. Additionally, based on the severity of the situation, the government may suspend the subsidy to the recipient or their application for one to five years.
  3. 3.If the recipient's expenditures do not comply with regulations and are removed following a government audit, the recipient may submit specific reasons for appeal within fifteen days of receiving the notice. If the appeal is not submitted within the time limit or is not approved, the recipient must immediately return the removed funds to the government.
  4. 4.During the activity period, the recipient must not engage in activities unrelated to the original project proposal. Violations will result in the return of the subsidy, and the government will no longer accept their subsidy applications in the future.
  5. 5.When applying for payment, the recipient must be responsible for the accuracy and authenticity of the expenditure documents based on the principle of integrity. If any inaccuracies are found, the government will pursue relevant legal responsibilities.
  6. 6.If the same activity proposal has already received funding from other government projects, it cannot be applied for under these guidelines. If the government verifies a duplicate application, in addition to canceling the subsidy and recovering the funds, the recipient will be prohibited from applying for other subsidies from the government for two years.

13. The funding required for the subsidies under these guidelines will be provided from the annual budget of the Youth Development Center of the Civil Affairs Department of the government. Subsidy applications will be reviewed in the order they are received, and no further applications will be accepted once the subsidy funds are exhausted.
