Application Deadline
The application is open until December 31, 2024. However, if the project funds are exhausted or the application is not approved within this period, the application will not be accepted.
Applications are reviewed based on the time of interest subsidy application acceptance by the Youth Development Center, and the review process will conclude once the annual project funds are exhausted.
Eligibility
If the person in charge, investor or business entity of the youth entrepreneurship or business they operate meets the following conditions, they may apply for interest subsidy in the name of the applicant (individual or business entity) when receiving the loan.:
- The applicant must be a citizen of the Republic of China (Taiwan) between 18 and 45 years of age (calculated based on the loan approval date).
- The business entity must be legally registered or incorporated, with the original registration or incorporation less than five years ago, or less than eight years ago for startups (calculated based on the loan approval date).
- For businesses in the planning stage that have not yet completed legal registration, the application can be submitted in the name of the responsible person or investor, with the commitment to complete company or business registration and tax registration in Hualien County once the planning stage is completed.
- Applicants who have passed one of the following loan programs are eligible to apply for the interest subsidy, their qualifications can be traced back to those who have been approved for loans since January 1, 2021:
- Youth Entrepreneurship and Start-up Loans from the Small and Medium Enterprise Administration, Ministry of Economic Affairs.
- SME Innovation and Development Project Loans from the Small and Medium Enterprise Administration, Ministry of Economic Affairs.
- Micro-Business Loans from the Small and Medium Enterprise Administration, Ministry of Economic Affairs.
- Micro/Women Start-up Loan from the Ministry of Labor.
- Comprehensive Development Fund Loans from the Council of Indigenous Peoples.
- Loans for the Upgrade and Transformation of Cultural and Creative Industries from the Ministry of Culture.
- Hualien County Youth Entrepreneurship and SME Loans from the Hualien County Government.
- Applicants who have not received any other entrepreneurial loan subsidies from the central government,Hualien County Government, or other agencies, or self-employment subsidies for individuals with disabilities.
Application Procedure
- The interest subsidy for youth entrepreneurship loans is limited to a maximum of 24 months. The subsidy period starts from the month following the approval date by the county government and can last until December 31, 2026. If the loan term is shorter than the subsidy period, the subsidy will be calculated based on the actual loan term.
- The maximum loan amount eligible for the youth entrepreneurship loan interest subsidy is NT$2 million. If there is a need for refinancing or renewing the loan, the applicant may apply for the interest subsidy again to the Youth Development Center, but each individual is limited to only once, and the total loan amount is capped at NT$2 million.
- Co-investors in joint ventures who meet the criteria of this program may apply for the subsidy simultaneously. When multiple individuals from the same business entity apply for the interest subsidy, the maximum number of applicants is 3 people, and the total loan amount eligible for interest subsidy is capped at NT$6 million.
- The subsidy rate is calculated based on the loan interest rate approved by the public or private financial institutions listed in the eligibility section Article 4.
Subsidy Method

Applicants must submit the following documents:
Hualien County Government Youth Development Center Interest Subsidies for Youth Entrepreneurship Loan Application Form
- A copy of the front and back of the National Identification Card
- A copy of the business plan submitted when applying for the loan listed in the eligibility section Article 4 from the financial institution
- A copy of relevant documents proving the establishment registration
- A copy of the tax registration certificate
- Documents proving the partnership and investment of the business entity
- Official letters and relevant documents regarding the approval of the business planning stage
- An affidavit stating that the business entity has not received any entrepreneurial subsidies from the central or local government, and a commitment to complete company, business registration, or incorporation and tax registration in Hualien County once the planning stage is completed/li>
- The original loan approval certificate issued by the financial institution
- Two copies of the administrative contract
【Interest Subsidy】
- Applicants approved for the Hualien County Interest Subsidies for Youth Entrepreneurship Loan by the Youth Development Center must submit the following documents to the Youth Development Center for the interest subsidy by July 5 and December 31 each year. Late submissions will not be eligible for the subsidy:
- A copy of the interest subsidy approval letter
- A copy of the applicant's personal account passbook cover
- The original "loan interest receipt" from the financial institution where the loan was obtained (the amount listed should be the regular interest payment amount, excluding principal, overdue interest, and penalties) and the loan bank-certified interest payment statement submitted by July 5 and December 31 each year
- Receipt (the total amount should be calculated by the applicant, and the relevant fields should be filled in by hand)
- If any documents are missing, the applicant will be notified by the Youth Development Center to make corrections within a specified period. Failure to make corrections within the specified period or incomplete corrections will result in the forfeiture of the subsidy for that period. The forfeited subsidy period will be deducted from the original 24-month approved subsidy period.
- Those approved for the interest subsidy under this program must sign an administrative contract with the Youth Development Center to regulate the rights and obligations of both parties. If the contractual obligations are not fulfilled, the Youth Development Center may use the contract as a basis for enforcement.
Notes
- When applying for the interest subsidy, the applicant must be honest and responsible for the authenticity of the interest claim documents. Any false claims will result in liability.
- The Youth Development Center may periodically send personnel to inspect the applicant's business operations. If any of the following situations occur, the subsidy will be terminated from the date of the incident, and the applicant must return the interest subsidy received from the date of the incident:
- The business’s tax registration is relocated outside Hualien County.
- The business entity does not complete company or business registration or incorporation in Hualien County after the planning stage ends.
- The business plan is not executed as originally approved (except for changes approved by the Youth Development Center).
- The applicant does not personally operate the business for which the interest subsidy was applied.
- The business operation is inconsistent with the business plan.
- The business is poorly managed or ceases operations for any other reason.
- The business activities violate public order or good morals.
- The documents submitted are forged or altered.
- The applicant evades, obstructs, or refuses inspection by the Youth Development Center.
- Any other violations of this program's regulations.
- For Those who have been approved for subsidies by the Youth Development Center, if the approved business plan needs to be changed, the applicant must submit a written explanation of the changes and obtain approval from the Youth Development Center before proceeding.
