1. In order to promote the development of youth affairs and enhance the cohesion and competitiveness of local industries, the Hualien County Government (hereinafter referred to as the “Government”) has formulated this guideline in accordance with the fourth article of the Hualien County Government’s provisions on matters that should be paid attention to when implementing subsidy budgets for civil society organizations and individuals.
2. Subsidy objects: Public and private high school vocational schools, colleges and universities, and non-governmental organizations or educational, cultural and social welfare organizations approved by the government and the central government in Hualien County (hereinafter referred to as the county) that are engaged in promoting youth affairs in the county, developing new products or technologies, assisting enterprises in transformation, providing enterprise space, equipment, management consulting or talent cultivation and other services.
3. Those who meet any of the following circumstances may apply for this subsidy:
- (1) Organize course lectures, entrepreneurship competitions, industry mentoring, entrepreneurship consulting, capital matching, talent cultivation, talent matching, business opportunity matching, technology introduction, training acceleration, exhibitions and career development and other related activities.
- (2) Assist new ventures to participate in relevant competitions or exhibitions held domestically.
4. Subsidy amount:
- (1) Subsidy amount: For school units, the amount is capped at 70% of the total subsidy plan funds for each case, with a maximum subsidy of NT$800,000; for non-governmental organizations, the maximum subsidy limit for each case is NT$25,000.
- (2) Number of subsidies: The same applicant unit is limited to a maximum of two applications per year.
- (3) Subsidies to the following private organizations may not be subject to the restrictions in the preceding two paragraphs:
- Private organizations entrusted, assisted, or delegated by the county government to handle tasks that are their responsibility.
- Private organizations cooperating with the subsidy programs of various central government agencies.
- Organizations that implement public interest projects or industry associations established in accordance with the law.
5. Application procedures and required documents:
- (1) One month before the start of the activity, submit the application subsidy plan and relevant required documents to the government; however, this does not apply if there are special circumstances approved by the government.
- (2) The application for official documents (letters) should indicate the contact address, phone number and contact person.
- (3) Activity plan: It should state the name of the project, purpose, host (co-organizer), time (or schedule), location, participants (or beneficiaries) and number of participants, content, expected benefits, estimated budget, and funding sources and so on.
- (4) Certificate of establishment of the group, a copy of the articles of association, and certificate of election of the person in charge or minutes of the re-election meeting of directors and supervisors.
- (5) When applying for subsidies from other agencies (units) for the same activity, all expenses should be itemized, as well as details of the proposed subsidy items and amounts to be requested from various agencies (units), and repeated applications are not allowed.
6. Applications from organizations will not be subsidized under the following circumstances:
- (1)If the terms of the directors or supervisors have expired and re-election has not been conducted within the required period.
- (2)If a specific plan has not been established, or if the application is submitted only after the plan's execution is completed.
- (3)If the application is reviewed by other responsible authorities and found not to comply with regulations.
- (4)Items not eligible for subsidies:
- Bonuses, prizes, promotional items, souvenirs, lottery items, or similar items.
- Clothing (including garments, hats, shoes).
- Items related to banquets or miscellaneous expenses.
- Capital projects such as facility equipment or hardware construction.
7. The review operation shall be handled in accordance with the following provisions:
- (1) Review items: Implementation plan, project application form, budget estimation and activity (course) schedule, review whether the forms are filled out item by item in detail, and based on the creativity and effectiveness of the plan , coordination, feasibility and scale, etc. to review the project and funding in writing; if the form and its content are not detailed, it will be rejected.
- (2) If the application case is reviewed and approved by the government, an approval letter will be issued to notify the applicant unit to approve the subsidy items and amount.
8. After the application case is approved, unless it is due to force majeure, if it is necessary to change the content, time or location of the activity, a change plan letter should be submitted to the government seven days before the activity is carried out and the change can only be made after approval.
9. The following cooperation requirements must be observed:
- (1)All promotional materials, websites, and venue decorations for projects receiving subsidies from the government must prominently display the text "Guiding Units: Hualien County Government and Hualien County Government Youth Development Center" in an appropriate location.
- (2)Promotional materials must clearly indicate the word "Advertisement" in an appropriate location.
- (3)If the subsidized funds involve procurement, the procedures must comply with the Government Procurement Act and other relevant regulations.
- (4)If the same project is applying for subsidies from two or more agencies, the full details of all expenses, as well as the items and amounts requested from each agency, must be specified.
- (5)The government may, if deemed necessary, invite the recipients of subsidies to participate in presentations or briefings to facilitate experience exchange and sharing.
- (6)The project plans of subsidized cases may be used as a reference for the government's promotion of related activities.
10. The reimbursement procedures are as follows:
- (1)The subsidy recipient must complete the project within the time specified in the plan and submit the following documents within one month after the conclusion of the activity to process the disbursement of funds and finalize the reimbursement. For activities held in December, reimbursement must be completed by December 25 of that year:
- A copy of the government's approval letter.
- The original receipt, indicating the applicant organization's government uniform Invoice number.
- A cost-sharing table for the subsidy funds from each agency.
- A detailed document of actual income and expenses.
- A report on the outcomes of the project.
- A copy of the designated remittance account passbook cover
- (2)If there is any surplus of subsidy funds at the conclusion of the project, it must be returned in proportion to the subsidy.
- (3)The subsidy recipient must properly store and manage all expenditure receipts. The government may, as necessary, request an inspection of these receipts or conduct spot checks. If it is found that the subsidized unit has not properly preserved the receipts as required, leading to damage or loss, the subsidy for that project or future subsidies to the organization may be reduced or suspended for one to five years, depending on the severity of the situation.
11. Supervision and Evaluation:
- (1)The evaluation of this project will primarily be conducted through a written review. If necessary, on-site inspections may be carried out to understand the actual implementation, youth participation rate, effectiveness of the activities, and the reasonableness of fund utilization. The subsidized units must cooperate with these evaluations. Failure to cooperate may result in a reduction or recovery of the subsidy funds by the county government.
- (2)The results of the inspection will be considered as an important reference for future subsidies. If the subsidized unit performs poorly, fails to use the funds according to the intended purpose, or is found to have engaged in false reporting, inflated claims, or submitting inaccurate or falsified application materials, the misused portion of the subsidy must be returned. Additionally, depending on the severity of the situation, the government may suspend subsidies to the unit or the specific application for one to five years.
- (3)If any non-compliant expenditures are identified during the county government's inspection and are subsequently deleted, the subsidized unit may submit a specific reason for reconsideration within 15 days of notification. If the reconsideration is not submitted within the time limit or is not approved, the deleted funds must be returned to the county government.
- (4)During the activity period, the subsidized unit is prohibited from engaging in activities unrelated to the original project plan. Violations will result in the recovery of the subsidy, and the county government will not accept further subsidy applications from the unit in the future.
- (5)When applying for the disbursement of funds, the subsidized unit must adhere to the principle of honesty and ensure the accuracy and authenticity of the submitted expenditure vouchers. Any false claims will result in the county government pursuing legal responsibility.
- (6)If the same activity has already received funding from another special project of the government, it cannot apply for additional subsidies under these guidelines. If double applications are verified, the subsidy will be revoked, the funds will be recovered, and the subsidized unit will be barred from applying for any other subsidies from the government for two years.
