1. The Hualien County Government (hereinafter referred to as the "Government") has formulated these Guidelines to promote youth affairs development, enhance local industry cohesion and competitiveness, in accordance with Point 4 of the "Notice on Matters Requiring Attention in the Implementation of Subsidy Budgets for Private Organizations and Individuals" issued by the Hualien County Government.
2. Eligible recipients: Public and private high schools and vocational schools, colleges and universities, and private organizations or educational, cultural, and social welfare groups approved and registered by the Government or the central authorities, engaged in promoting youth affairs in Hualien County (hereinafter referred to as "the County"), conducting research and development of new products or technologies, assisting enterprise transformation, providing enterprise space, equipment, management consulting, or talent cultivation services.
Organizations such as student clubs or autonomous organizations approved and established by the aforementioned high schools, vocational schools, and colleges/universities are also eligible for this subsidy.
3. Applicants meeting any of the following conditions may apply for this subsidy:
(1)Organizing related activities such as courses, lectures, entrepreneurship competitions, industry mentor guidance, entrepreneurship consulting, funding matchmaking, talent cultivation, business opportunity matchmaking, technology introduction, incubation acceleration, exhibitions, and career development.
(2)Assisting startups to participate in relevant domestic competitions or exhibitions.
(3)The aforementioned eligible organizations conducting youth-oriented talent development, public competitions, public performances, experiential learning, issue advocacy, or other activities approved by the Government, including but not limited to leadership training camps, lectures, various competitions,成果展示等,並應由學校代為來函申請補助。
4. Subsidy Amount:
(1)Amount: For school units, up to 70% of the total project budget, with a maximum subsidy of NT$800,000. For activities organized by student clubs or autonomous student organizations approved and established by the school, the subsidy per case is capped at 50% of the total project budget, with a maximum of NT$30,000. For private organizations, the maximum subsidy per case is NT$25,000.
(2)Number of subsidies: For the same applicant within a year, up to two cases; additionally, cases applied for by schools on behalf of organizations under Point 3, Item 3, are limited to three cases.
(3)The following private organizations may be exempt from the restrictions in the previous two items:

- Private organizations entrusted, assisted, or commissioned by the Government to handle their mandated tasks according to laws and regulations.
- Private organizations cooperating with central government subsidy programs.
- Labor unions (including general unions, trade unions), farmers' associations, fishermen's associations, industry associations, sports associations (including single-sport committees), or educational, cultural, and social welfare groups with公益性質之計畫。
(4)Subsidy items: To be handled according to the subsidy budget compilation standards table (see Appendix).
5. Application procedures and required documents:
(1)One month before the activity start date, submit the application form and relevant documents to the Government; exceptions may be granted for special circumstances upon approval.
(2)Application documents (letter) should specify contact address, phone number, and contact person.
(3)Activity Proposal: The proposal should clearly specify the project title, objectives, organizing (and co-organizing) units, schedule (or project duration), venue, target participants (or beneficiaries) and expected number of participants, project content, anticipated outcomes, budget estimate, and sources of funding.
(4)Organization registration certificate, articles of incorporation, and proof of election of responsible persons or minutes of the board/committee re-election meeting.
(5)For activities applying for funding from multiple agencies, specify detailed expenses and the projects and amounts applied for from each agency; duplicate applications are not permitted.
6. Conditions for ineligibility:
(1)Board or supervisor terms expired without re-election.
(2)Lack of a concrete plan or applying only after plan completion.
(3)Failure to meet regulations upon review by relevant authorities.
(4)Items not eligible for subsidy include:

- Bonuses, prizes, promotional items, souvenirs, raffle prizes, or similar items.
- Clothing (including hats, costumes, shoes).
- Dining or miscellaneous expenses.
- Capital items such as facilities, equipment, or hardware construction.
7. Review procedures:
(1)Review items include implementation plans, application forms, budget estimates, and activity schedules. The review assesses whether each item is thoroughly detailed, and evaluates the plan's innovativeness, benefits, coordination, feasibility, and scale. Incomplete documentation will be rejected.
(2)Approved applications will receive a formal notice confirming the approved subsidy items and amounts.
8. After approval, any changes to activity content, time, or location must be reported in writing at least seven days before the activity and approved before implementation, except for force majeure.
9. Related matters:
(1)Promotional materials, websites, and venue arrangements funded by the subsidy should clearly display "Guided by: Hualien County Government and Hualien County Youth Development Center."
(2)Promotional materials should be marked with the word "Advertisement" at appropriate locations.
(3)If procurement is involved, it should comply with government procurement laws and related regulations.
(4)When applying for subsidies from multiple agencies for the same activity, specify total expenses and the projects and amounts applied for from each agency.
(5)The Government may invite recipients to participate in成果發表或簡報說明,以促進經驗交流與分享。
(6)The project plan funded by the subsidy may serve as a reference for the Government's related activities.
10. Reimbursement procedures:
(1)Recipients should complete the activity as scheduled and, within one month after the activity ends, submit the following documents for fund disbursement and final accounting. For activities in December, completion must be by December 25 of the same year:

- Copy of approval letter from the Government
- Original receipt with applicant’s unified business number indicated
- Cost-sharing table for subsidies from various agencies
- Detailed expenditure and income statement
- Project Implementation Report
- Copy of the designated bank account passbook cover
(2)If there is remaining balance at the end of the project, it should be returned proportionally.
(3)Recipients should keep and manage supporting documents properly. The Government may request review or random inspections. If documents are not properly maintained, resulting in damage or loss, the subsidy may be reduced or suspended for 1 to 5 years depending on severity.
11. Supervision and evaluation:
(1)Evaluation is primarily through written review; on-site inspections may be conducted if necessary to assess actual implementation, youth participation, activity benefits, and financial usage. Recipients must cooperate; non-cooperation may result in reduced or revoked subsidies.
(2)Inspection results will be an important basis for future subsidies. If recipients perform poorly, misuse funds, or submit false or inflated reports, verified cases will be required to return the relevant subsidy amount, and subsidies may be suspended for 1 to 5 years depending on the circumstances.
(3)If expenditures are found to be non-compliant after review, the recipient may submit a written appeal with specific reasons within fifteen days. Failure to appeal or disapproval will result in repayment of the disallowed expenses.
(4)During activities, recipients must not engage in activities unrelated to the original plan. Violations require repayment of the subsidy, and future applications will not be accepted.
(5)When applying for payment, recipients must honestly verify the expenditure documents. Fraudulent or false claims will result in legal liability.
(6)If the same activity has received other subsidies from the Government, it cannot apply again under these Guidelines. Verified cases will be revoked, and funds recovered. Recipients cannot reapply for other subsidies within two years.
12. The subsidy funds are to be allocated from the annual budget of the Youth Development Center of the Civil Affairs Department. Applications are processed on a first-come, first-served basis; once funds are exhausted, no further applications will be accepted.
