1. Handled according to the approval letter No. 1131023182 issued by the Executive Yuan on November 4, 113.
2. The aforementioned plan is a national-level youth talent cultivation plan, aiming to combine resources and strengths from relevant ministries to actively develop various high-quality dream-fulfilling opportunities needed by young people and aligned with the nation's sustainable development, helping young people bravely build and realize their dreams, thereby further enhancing national competitiveness and diplomatic soft power.
3. To provide young people with diverse and high-quality dream-fulfilling opportunities, the aforementioned plan's 116-year "Principles for Developing Dream-Fulfilling Opportunities" and "Cooperation Plan Format" in both Chinese and English (see attachments 1-4) are attached. Please assist in organizing discussions in two phases and formulate plans according to the cooperation plan format, providing several dream-fulfilling slots for young people, as explained below:
(1) Phase 1: Please continue to develop suitable international organizations and agencies, and establish cooperation plans with them to provide several dream-fulfilling slots for young people. Please submit the cooperation plans by email to our department (twpathfinders@gmail.com) by July 15 (Wednesday) of this year (115) for consolidation (no documentation required). Registration for young people is scheduled to open from October 30 to November 30 of this year, with departures starting in April 116 (all must return by February 29, 117).
(2) Phase 2: Please continue to develop suitable international organizations and agencies, and establish cooperation plans with them to provide several dream-fulfilling slots for young people. Please submit the cooperation plans by email to our department (twpathfinders@gmail.com) by October 15 (Thursday) of this year for consolidation (no documentation required). Registration for young people is scheduled to open from February 18 to March 18, 116, with departures starting in July 116 (all must return by February 29, 117).
