Proposal 1

Promotion of the “Hualien Youth International Linkage Practice Program” — Sending University Students Overseas for Benchmark Enterprise Internships

Youth Development Center Response:
A “Youth Participation in International Affairs Subsidy” already exists. This proposal will be included in next year’s budget planning and reviewed based on available resources.

Establishing a “Hualien County Special Expertise Instructor Database” to Address Workforce Shortages at Long-Term Care Centers in the Southern District

Department of Social Affairs Response:
An instructor database already exists. As “special expertise” lacks clear definition, creating a separate database may cause quality-control issues. Suggest enhancing the current instructor-sharing and rotation system.

Youth Development Center Response:
A multi-talent database is already in place. Future expansion will be evaluated based on long-term care cooperation needs.

Currently open Tuesday–Saturday; closed Sundays and national holidays due to staffing, maintenance, and service-quality considerations. Will evaluate flexibility for long weekends and improve information transparency.

Proposal 8

Integrating Market Event Schedules, Locations, and Vendor Recruitment Across Departments

Response:
Due to funding-driven differences in event objectives, themes, and participants, full integration is difficult. Cross-department coordination will be strengthened to avoid schedule conflicts and improve transparency.


Proposal 9

Reviewing Speed-Camera Limits and Examining Correlations with Accident Rates

Construction Department (Traffic Section) Response:
The Yuchang Highway speed limit was not lowered from 70 to 50; it was set at 50 according to design specifications. Accident data will be compiled for further review.

Police Department Response:
The accident rate at Km 166.5 of Provincial Highway 9 has been low for the past three years. Current speed limits are appropriate, but monitoring will continue.


Proposal 10

Promoting Transformation of Hualien’s Tourism Industry through Marine and Water Recreation Activities

Tourism Department Response:
Activities at Liyu Lake and other water areas fall under the jurisdiction of the Water Resources Agency and Coast Guard Administration. Future developments will follow relevant regulations.


Proposal 11

Building a Music Culture Platform to Cultivate Local Music Communities in Hualien

Cultural Affairs Bureau Response:
Agrees with the proposal. “Hualien Sound Living Room” and the “Pacific Music Base” will continue to serve as hubs for local musician and audience development. Future strategies will be included in annual planning.


Proposal 12

Using Sports Events to Drive Tourism and Visitor Growth

The County Government will provide support based on event scale and needs.
