Changhua County Government 114th Year Youth Public Participation "Voice of Changhua Youth" Proposal Solicitation Plan
1. Origin of the Plan
The Changhua County Government is committed to establishing a diverse youth public participation mechanism, encouraging youth to focus on "action to voice, youth practice, co-creating the future" as the core, planning the "Voice of Changhua Youth" proposal solicitation activity. It hopes that youth will address public issues in Changhua County or the eight major policy goals of the National Hope Project, transforming creativity into feasible action plans through mentorship and workshop exchanges, stimulating youth creativity and practice ability, enhancing participation and influence on local development, cultivating problem-solving skills, and promoting sustainable development and public innovation in Changhua.
2. Organizing Units
(1) Guiding Unit: Youth Development Administration, Ministry of Education
(2) Organizing Unit: Youth Development Office, Changhua County Government
3. Proposal Themes:
This solicitation encourages youth to propose innovative action plans for public affairs, with issue planning centered on the local characteristics of Changhua and combined with national policy trends. Youth are invited to respond to social needs with creativity and action. Participating teams can brainstorm and propose based on the following topics to guide youth in transforming their social concerns into feasible and impactful actions, making "Voice of Changhua Youth" a stage for youth public participation, starting from the local area and jointly promoting a better future for Changhua.

(1) Short video issue advocacy.
(2) Youth social marketing proposals.
(3) Related youth innovation and digital action issues.
2. The Eight Major Policy Goals of the National Hope Project
Please refer to the eight major policy goal categories set by the "National Hope Project" to brainstorm and propose creative, innovative, or practically executable project or activity themes that can make a small change in Changhua.
4. Target Participants
(1) Youth aged 15 to 45 interested in public affairs in Changhua.
(2) Each team must have at least 3 to 10 members, with one member designated as the contact point for this plan. Each participant is limited to joining one team and cannot register multiple times or participate across teams.

5. Evaluation and Rewards
First Prize NT$80,000, 1 group
Second Prize NT$60,000, 1 group
Third Prize NT$50,000, 1 group
Best Innovation Award NT$30,000, 2 groups
