Subsidy targets:

- Enterprises registered as a company, business, or limited partnership in accordance with the law, or profit-seeking enterprises with tax registration but without the aforementioned registrations; and whose tax registration business items comply with the tax industry standard classification codes listed in the attachment.
- If the enterprise has employment insurance, labor insurance, or occupational accident insurance units, the number of insured local workers should be less than thirty; in any month within the six months prior to the application month, the insurance number requirement should be met. If there is no insurance unit registration number or no employees insured under the applying enterprise, it is counted as one employee.
- Enterprises affected by earthquakes or typhoons after January 1, 113, and have suffered disaster losses, and have been approved by the regional national tax bureau of the Ministry of Finance for delayed or installment tax payments, are not subject to the restriction of having fewer than thirty insured local workers, but must still comply with the standard for recognizing small and medium enterprises as having fewer than two hundred regularly employed workers, and must employ an adequate number of people with disabilities.
Subsidies are available for the digital skills training expenses of local employees in SMEs with fewer than 30 people, and may be paired with the purchase of software to enhance the enterprise's digital capabilities; the subsidy limit per employee is NT$10,000, and the subsidy limit per enterprise unit is NT$100,000).
