Youth Link to Local Industry Special Achievement Subsidy Program
Project Introduction
The "Linking Industry Local Topic Competition" is a program designed to retain talent in Hualien County by encouraging college students to apply their knowledge to local industries. This initiative helps young people to identify career paths early on. Under this program, schools guide students to complete projects based on local industries, fostering and inspiring talented young individuals. The aim is to promote mutual benefits between industry and academia and to encourage outstanding youth to stay in their hometowns for stable employment.
Application Criteria
1.Youth aged 18 or older who are currently enrolled in public or private universities or colleges in Hualien County.
2.Applicants must submit their applications as a team, which should include 1 to 2 faculty advisors from their institution and at least 2 members. Each member can only register for one team, and each team can have up to 2 faculty advisors, with no limit on the number of teams a faculty advisor can guide.
3.The team must designate one member as the team leader, who will be responsible for verification and communication.

Subsidy Standards
1.The applicant team, after discussing with their project advisor, should focus on the theme of "Hualien Local Industries," linking their academic knowledge to local industries, and explore one specific industry.
2.The project content should include: an abstract, research topic and background, research background and review of related studies, research methods and procedures, expected results, and references.
3.Selected teams must participate in the成果展 (results exhibition) organized by the host.
Preliminary Review and Selection Mechanism
Proposals will be reviewed and selected based on the submitted project plans. At least three evaluators from relevant industry, government, academia, and research sectors will be invited to review the projects. Ten teams will be selected to receive action awards (up to 70,000 NTD per team). If the scores of the teams do not meet the standards set by the review panel, fewer teams may be accepted, and the award amount may be reduced accordingly.
Excellent Execution Award Selection Mechanism
The proposal teams will be evaluated based on their pitch presentations at the results exhibition, as well as the submitted summary report, results video, and presentation slides. At least three evaluators from relevant industry, government, academia, and research sectors will be invited for the review. One team will be selected for the Excellent Execution Award, and two teams will receive the Creative Impact Award. If the scores of the teams do not meet the standards set by the review panel, fewer awards may be granted.
Results Report and Results Exhibition
Selected teams must submit a complete results report, including a summary report, results video, and presentation slides. On the day of the results exhibition, they are also required to give a 7-minute presentation showcasing their project results.
Reward Mechanism
Action Reward Fund: Ten teams will be selected (if the scores do not meet the standards set by the review panel, fewer teams may be awarded). Each selected team will receive a reward fund with a maximum amount of 70,000 NTD to execute their proposed project.
Excellent Execution Award: One team will be selected for the Excellent Execution Award, and two teams will receive the Creative Impact Award. Additional reward funds will be provided to these teams.
Disbursement of Action Reward Fund：
First Stage Disbursement (70%): 70% of the total budget will be disbursed after the team passes the selection.
Second Stage Disbursement (30%): 30% of the total budget will be disbursed after the project is completed.
Disbursement of Excellent Execution Award Fund: The award funds will be disbursed after the results exhibition.
Application Documents
Teams participating in the proposal competition must provide complete proposal materials, including:
One application form.
One proposal plan.
One recommendation letter from a faculty advisor.
If there are collaborating units involved in the project, a letter of consent from the collaborating parties must be submitted.
