The "Youth Dreamer Proposal Competition" aims to effectively increase young people's awareness of public issues in the county and encourage innovative community participation. By turning their creativity into action, the competition also includes a mentorship and guidance mechanism to help youth teams think about and implement concepts related to local sustainable development, business models, local revitalization, and community management.
Application Criteria
Students who are passionate about community observation and public issues, and are currently enrolled in high schools, vocational schools, or colleges within Hualien County, or who are studying outside the county but are registered as residents, must form teams of 2 to 5 people to apply. The relevant regulations are as follows:
1.Minors under the age of 18 must obtain consent from their legal guardians to participate.
2.Each team must appoint a team leader as the contact person for reimbursement and mentor guidance.
3.Each team can consist of up to 5 people, and each person can only register for one team. Teams can be composed of members from different schools.

Proposal Implementation
The implementation field should primarily be within Hualien County. Teams must choose a specific location, group, and issue as the starting point for their proposal.
Proposal Mentoring and Support
During the submission period, a proposal mentoring and support mechanism is provided. Each proposal team is entitled to one online appointment for proposal consultation and guidance. After registration, a dedicated person will contact the team. The mentoring and support period will end one day before the submission deadline, and will mainly be scheduled during weekdays.
Initial Review and Selection Mechanism
The initial review and selection will be based on the proposal documents submitted by the teams. At least three evaluators from relevant industry, government, academic, and research sectors will be invited to review the proposals and select 10 teams to receive action awards (up to NT$70,000 per team). If the scores given by the review panel do not meet the required standard, the number of teams selected may be reduced.
Outstanding Execution Award Selection Mechanism
The selection for the Outstanding Execution Award will be based on the presentation during the成果展 (results exhibition) pitch, the submitted summary report,成果影片 (result video), and成果簡報 (result presentation). At least three evaluators from relevant industry, government, academic, and research sectors will be invited to review the submissions. One team will be selected for the Outstanding Execution Award, and two teams will receive the Creative Impact Award. If the scores given by the review panel do not meet the required standard, the number of teams selected may be reduced.
Final Report and Results Exhibition
Selected teams must submit a complete final report, including a summary report, result video, and presentation slides. On the day of the results exhibition, teams are required to deliver a 7-minute presentation showcasing their project outcomes.
Award Mechanism
Action Award Funding：Selection of 10 Teams: If the scores from the review panel do not meet the required standard, fewer than 10 teams may be selected. Award funding is provided to execute the proposed project, with a maximum subsidy of NT$70,000.
Outstanding Execution Award：Award Selection: One team will be selected for the Outstanding Execution Award, and two teams will receive the Creative Impact Award. Additional incentive funding will be provided.
Disbursement of Action Award Funding：
First Stage Funding (70%): Disbursed after selection, amounting to 70% of the total budget
Second Stage Funding (30%): Disbursed upon completion of the project, amounting to 30% of the total budget.
Disbursement of Outstanding Execution Award Funding：Post-Exhibition: Award funding is disbursed after the results exhibition.
