📣2025 "Youth Empowerment and Engagement" - Call for Proposals for Good Ideas is now open for submissions!
In response to the vision of "Youth Empowerment" in the "National Hope Project" and in line with the policy objectives of the Ministry of Education's Youth Development Agency, the Keelung City Government is scheduled to launch the "Youth Participation in Public Affairs Deepening Plan" in 2025.
This plan aims to build an open, transparent, and experimental governance platform to promote bottom-up discussions and advocacy on civil society issues.
We firmly believe that the innovative thinking and passionate actions of youth groups are indispensable dual engines for driving social progress.
Therefore, we sincerely invite all sectors to combine social responsibility with professional fields, delve into public issues in Keelung City's eight major areas, and propose locally connected and innovative proposals.
Whether through data analysis, technology application, or cultural creativity, we encourage you to invest your expertise and resources into local issues and jointly seek solutions for the sustainable development and future transformation of Keelung City.
This plan not only provides resource support but also offers an opportunity to transform your proposals from ideas into actual impact, jointly creating a unique vision for this city.
✨Eligibility:
1. Youth aged 18 to 45 who are interested in Keelung's municipal issues, regardless of residence or school registration.
2. Participation can be individual or in groups (up to 6 people), with each person limited to one group. Applicants and group members must have Republic of China nationality.
3. After the registration deadline, the list of group members cannot be changed.
4. Each group should designate a contact person responsible for submitting the proposal and all communication with the organizer. If the organizer cannot contact the liaison, they have the right to revoke the group's participation eligibility.
✨Registration and Submission Method:
1. Submission period: From the date of announcement until 5:00 PM on October 22, 2025 (Wednesday).
2. Registration method:
o Online registration: Fill out and upload the electronic registration form.

o Postal registration: Fill out the paper registration form, postmarked before the submission deadline, and mail to the Youth Affairs Section, Industrial Development Department, Keelung City Government, 3rd Floor, No. 301, Xiner Road, Zhongzheng District, Keelung City.
3. Required documents: Proposal application, project plan, team member list, personal data collection, processing and utilization, and image and copyright authorization consent forms, one copy each.
o File format should be paper or PDF; file name: Name (Group Name)_Issue Number_Proposal Name
o Example: Wang Xiaoming_4_"Tide City Carpooling Plan" Public Transportation and Sustainable Traffic Case
o Limited to 10 pages excluding the cover (including project plan, table of contents, appendices, references, etc.), with page numbers at the bottom of each page except the cover.
💰Rewards: 10 winning proposals will be selected, each receiving a prize of NT$20,000 and a certificate.
